Licenses Driver's license - required for new residents - written exam, needed only if out-of-state license has been expired more than 6 months - conducted at the Osage Center in Cape Girardeau on Mon, Thurs, & Fri 9-4pm - renew at the License Bureau in the Jackson Chamber of Commerce building License plates - License Bureau located inside the Jackson Chamber of Commerce building - new Missouri residents with out-of-state title must submit the out-of-state title - if title held by lienholder, out-of-state registration must be submitted - properly assigned ownership documents must be submitted for new vehicles - Missouri safety inspection certificate not more than 60 days old must be submitted - new residents must obtain a statement of non-assessment of personal property taxes for the previous year from County Collector - insurance card or other acceptable proof of financial responsibility Voting - register at Cape Girardeau County Administration Building in uptown Jackson or Riverside Regional Library or License Bureau - a party affiliation need not be declared - indentification is required - an application may be obtained by mail from the County Clerk's office - voters must be registered no later than 4 weeks prior to the election in which he or she intends to vote - at least three weeks before the election, voters with change of address must notify the County Clerk's office Utilities Within City Limits
